A little black smoke… is it the turbo?

Will a turbo produce a little black smoke with a new exhaust on it?

I used to own an ’88 Supra Turbo (garett) and the thing ran like new but usually put out some black smoke on start up. Another guy that owned the same car said the same thing to me.
It’s got something to do with a bit of fuel staying in the turbo or something. It may be normal.
